Visiting Scholars

The Institute for International Science and Technology Policy hosts a number of visiting scholars each year.  IISTP’s offices within the Elliott School of International Affairs, located a few blocks from the White House and State Department, offer a dynamic environment for visitors and fellows. The Elliott School is a one of the leading international affairs programs in the country and has the staff to meet its mission. The School houses elevent Center and Institutes that engage in a wide-range of regional and disciplinary scholarship. The Elliott School and the Washington, DC area offer endless opportunities to attend seminars on a variety of topics as well as access to decision-makers in Congress and the Administration.

Research specializations at the Institute include energy (particularly renewables and nuclear) and climate change, military technology and security, innovation, information technology, cybersecurity, military, and national security. The Institute also collaborates closely with the Elliott School’s Space Policy Institute, an internationally-recognized source of expertise on space policy.

Our visiting scholars have come from a variety of countries, including Brazil, South Korea, Japan, and the US, and have expertise in a range of disciplines, including political science, policy analysis, economics, and various scientific fields. Visiting scholars are housed at the Institute and participate in their own active research programs as well as seminars, workshops, and, on occasion, classes.

All visitors are expected to give a seminar at some point during their tenure with the Institute, actively participate in Institute events, and interact on a regular basis with other visitors, graduate students, and faculty. All visiting scholars are strongly encouraged to produce written work for publication while affiliated with the Institute.

It is the policy of the IISTP to charge a fee of $1,000 per month to non-academic visiting scholars. Exempted are people with primary affiliations with universities anywhere in the world, both faculty and degree candidates. Also exempted is our Foreign Officer in Residence.

Applying to the Institute

The Institute offers a number of non-stipendary (visiting scholar) fellowships each year.  They can be for as long as a year and as short as 3 months. Visiting scholar non-stipendary fellows are expected to provide their own salary and research funds. The Institute will offer them desk space, access to GWU’s library and other facilities, and a formal affiliation with the Elliott School and the Institute.

Deadlines for application are rolling and placement is subject to availability.  To apply, please fill out this form. We also ask that you submit:

  • a current cv
  • a research statement that should include: 1) a description of what you’ve worked on in the past and how it will inform the topic you plan to research at the Institute, 2) the significance of the research, 3) how you will carry out the research, 4) any sources of funding for the research, 5) a listing of the dates you would like to be in residence at the Institute, and 6) a list of the faculty with whom you would like to interact, and
  • three references with email addresses, snail mail addresses, and phone numbers.

State Department Scholars Program

Each year the Institute hosts a Diplomatic Fellow from the US State Department. State Department scholars are selected through a program established by the State Department and the positions are therefore only available to State Department employees. Non-Resident & Senior Non-Resident Scholars

IISTP is proud to affiliate with a number of distinguished researchers, academics, and policymakers. There is no application process for these affiliations; non-resident and senior non-resident scholar positions are conferred by Institute invitation.
